The chief referee for the Premier League explains why Liverpool did not receive a late penalty against Man City.

In their 1-1 draw with Manchester City, PGMOL chairman Howard Webb has justified the decision not to give Liverpool a late penalty.

After their match at the top of the standings, Jeremy Doku caught Alexis Mac Allister high in the penalty area, leaving the Reds incensed.

Stuart Attwell, the Video Assistant, did not step in, and referee Michael Oliver declined to give a penalty.

Webb said, “This one has split opinion.” “I believe this is one where the VAR would have marked it as “check complete” if the referee had given it on the field.

It is also ‘check complete’ as it hasn’t been given. Michael Oliver’s statement that the ball is in between is audible. It’s too low for the ball to head. To play the ball, Doku raises his foot, and he makes contact with it. We are aware that Mac Allister has made some contact as well, so he is also not really playing the ball.

“In my opinion, it would have been ‘check complete’ in any case since he doesn’t want to have to redo the refereeing in unclear scenarios.

“I think it’s reasonable to expect the VAR to keep out of this issue. Since it’s such a big game, all a referee wants is assurance that the call they’re making is correct. Not every time do you have enough information to know that you’re choosing the best course of action. During crucial periods in and around the penalty area, you need that.

“You exert every effort to be in the ideal situation. Not only was Michael uncertain in this scenario, but VAR lacked evidentiary support to reverse the on-field ruling. It stays out of it because it’s subjective. VAR made the correct decision by staying out of the fray.”

Jurgen Klopp, the manager of Liverpool, maintained that Doku’s challenge was “100% a foul” and that “all football people” would concur. In the lead-up to the match, Klopp even questioned what Attwell had eaten for lunch.
